I have been using Remote Workmate to outsource a lot of the background work for the websites. They are well worth a try. I have not been disappointed with the staff allocated to the projects and communication via Skype has always been good.
I am also a big fan of Freelancer.com and put a lot of short term website projects on that site to get outworkers to do the tasks. These include design work; theme modifications; animated videos and coding work. I have had workers from the Philippines, India, Romania, Australia and the USA work on projects and have never yet been disappointed.
